I just read in the Ubuntu Mailing List that the release freeze is immenient which is going to happen tomorrow. This post on the mailing list is from Yesterday.<\/p>\n

With the release of Ubuntu 8.10 less than 2 1\/2 weeks away, it will shortly
\nbe time to freeze the archive to limit the number of last-minute changes
\nentering the release. \u00a0On Thursday, October 16, the archive will be frozen,
\nafter which uploads to main will require approval from the release team and
\nshould be done only for changes which are critical for the release.<\/p><\/blockquote>\n

Since the archive is going to be frozen tomorrow anything that has to be uploaded will have to be approved. Remember that only the critical bug fixes will most likely be allowed.<\/p>\n

If there are other bugs that you believe are important to fix before the
\nrelease which are not yet listed on the above pages, please get in touch

Any bugs that can be squashed will be helpful as I have been using Intrepid for a while now and have been having some problems. Half of the bug reports could not be verified as the firefox3-dbgsym will not run on any Firefox above 3.0-b5. The other half of my bug reports is Inkscape. It has been verified but as far as I can tell nothing has been done on it.<\/p>\n

Although uploads to main must be approved by the release team before they
\nare accepted, this does not mean that you need to get approval from the
\nrelease team prior to upload. \u00a0If you have a reasonable belief that the
\nupload will be accepted (for example, because it includes minimal changes
\nnecessary to fix a release-targetted bug), you are encouraged to upload
\ndirectly, so that the package can be reviewed in the “unapproved” queue
\nitself.<\/p>\n

So as Steve said you can upload directly if your fixes include minimum changes to complete the bug fix… though the fix will be in the unapproved queue while waiting for confirmation.<\/p>\n
